The Tamil Nadu School Education Department has issued guidelines that all private schools have to display their tuition fees on the main noticeboard and the school's official website. The following should be included in the display: Annual tuition for each class, a breakdown of compulsory fees, different schedules for new admissions and continuing students, and contact information for the school fee committee or grievance cell. Schools are required to change the information on display when fees change.

The order was issued to improve transparency, allow for easy comparison of fee structures and to ensure that no levies are hidden or irregular at admission time or throughout the year. This rule applies to all private schools subject to state regulation; the same rules should be applied in places where they apply to residential and aided schools.-

How are the Guidelines Being Followed in Tamil Nadu Schools?

Routine inspections of education department displays by inspectors. The department may take action against schools that do not provide accurate or current fee information, such as warnings, fines or any other penalty provided by state education rules.

The department has specified that the amounts shown must be equal to the amounts that are shown on parents' receipts and discrepancies could be reported to the school's grievance cell or higher authorities.

Clear fee charts help to make it easier to compare schools in the area, and minimize the risk of hidden fees. Parents may approach the listed grievance authority or make a complaint to the education department if actual charges differ from the charges displayed.

Education officials will be monitoring how well it is implemented and will take remedial action on any schools that are not compliant. The measure, if it is followed through, might be a model for other states that want to adopt transparency measures.
