The 8th Central Pay Commission is expected to revise the salary structure of central government employees, including Indian Railways staff. Railway employees working in Group D categories are currently placed in Pay Level 1 of the 7th Pay Commission, with a starting basic pay of Rs 18,000. With the 8th Pay Commission  work underway employees are eager to know how much their salaries could change. However the fitment factor and revised pay matrix have not yet been finalised. Therefore, the salary figures below are estimates based on different possible fitment factors and should not be treated as official salary figures.

What Is the 8th Pay Commission and When Will It Apply?

The 8th Pay Commission is the panel responsible for reviewing the pay, allowances and pensions of central government employees including Indian Railways staff. The 8th Pay Commission is expected to recommend changes to the salary structure with effect from January 1, 2026 in line with the usual 10 year pay revision cycle. However the final implementation will depend on the government decision. As of now, the Commission has not released its final report, so all the salary figures below are projections not confirmed government figures. 

What Is the Current Salary of Railway Group D Employees?

Railway posts that are under Group D fall under Level 1 of the 7th CPC Pay Matrix. The starting basic pay at Level 1 is Rs 18,000.

The actual monthly in hand salary is higher than the basic pay because employees receive various types of allowances such as HRA and Transport Allowance. At the same time deductions such as NPS contributions reduce the final amount credited to the employee.

How Will the 8th Pay Commission Revise Railway Group D Salary?

The most important factor in calculating the revised basic pay will be the fitment factor. Under the 7th Pay Commission a fitment factor of 2.57 was used for pay fixation. Railway documents also show the Level 1 starting pay of Rs 18,000 under the 7th CPClevel.

For the 8th CPC several fitment factor figures are being discussed. These include estimates around 1.83, 1.92 and higher figures  while employee organisations have submitted their own demands. No single factor has been officially approved so far.

What Will Decide the Actual In-Hand Salary?

The final amount credited to a Railway Group D employee account will depend on several components including

  • Final 8th CPC fitment factor

  • Revised pay matrix and basic pay

  • Dearness Allowance applicable after implementation

  • House Rent Allowance based on the place of posting

  • Transport Allowance

  • NPS contribution and other deductions

  • Railway specific allowances  wherever applicable

Therefore two employees drawing the same basic pay may receive different in hand salaries because their allowances and deductions can differ.

8th Pay Commission 2026: What Railway Employees Should Expect

The 8th Central Pay Commission has been formally constituted and is currently consulting various stakeholders as part of the process of preparing its recommendations. The Commission official website lists meetings with employee associations, unions and government departments as part of its ongoing consultations 

For Railway Group D employees the key takeaway is that the present Rs 18,000 starting basic pay could rise substantially under the next pay revision  but the exact in hand salary cannot be confirmed until the government accepts the Commission recommendations and notifies the revised pay structure. Until then the figures above should be viewed only as salary scenarios for understanding the possible impact of the 8th Pay Commission.
