Which State is the Largest Producer of Sugar in India?

According to the Ministry of Consumer Affairs, Food and Public Distribution Uttar Pradesh is the largest sugar producing state in India for the current 2025-26 marketing year. Maharashtra and Uttar Pradesh often trade places which depend on monsoon patterns of that year and sugarcane yields.

Uttar Pradesh has maintained a steady lead in the production due to its Gangetic plains and the adoption of high-yielding sugarcane varieties like Co-0238 and record 10.2% recovery rate in the last cropping season.

Maharashtra dominates in total sugar cane production in volume and cooperative strength. Both states are pivotally shifting toward ethanol production for green energy to ensure the industry remains a vital pillar of India’s agricultural economy and national energy security.

The sugar industry in India is broadly divided into two zones: the Sub-tropical belt (North India) and the Tropical belt (South India). Here are the top largest producer of sugar in India: 

Uttar Pradesh: 

According to the National Federation of Cooperative Sugar Factories (NFCSF)Uttar Pradesh has the largest production efficiency of Sugar for the 2025-26 season. As of April 2026, the state's 121 active mills crushed approximately 87.45 million metric tonnes (MMT) of sugarcane to produce 8.92 MMT of sugar with the 10.2% recovery rate which significantly outpaces the national average.

UP’s Balrampur Chini Mills Limited is one of India's largest integrated sugar manufacturing companies, it operates 10 modern plants across the state. UP is a major contributor to the national ethanol blending program. 

Maharashtra: 

Maharashtra is the largest producer of Sugar in Volume. Maharashtra traditionally vies for top spot for sugar production and often leads in sheer volume of sugar cane processed by the final stages of the 2025-26 crushing season in mid-April.

The state’s 210 sugar mills had crushed a massive 104.56 MMT of sugarcane and total sugar production of approximately 9.92 MMT with recovery rate this season settled at 9.49%.The most famous refinery of the state is Shree Renuka Sugars. 

Types of Sugar Produced in India

Sugar (C12H22O11) is not just a  "one-size-fits-all" product. It depends on the refining process several types are produced for different markets:

• White Crystal Sugar: The most common form used in households and the food industry. It is graded by grain size Small, Medium and Large.

• Raw Sugar: this is a brownish, less refined sugar that acts as a base for further processing often produced for export. 

• Refined Sugar: Highly processed to remove all impurities, used primarily in high-end confectionery and pharmaceuticals. 

• Jaggery (Gur) and Khandsari: it is unrefined sugars produced largely in the MSME sector. Jaggery is prized for its mineral content and health benefits.

• Liquid Sugar: Used extensively by beverage companies for consistent mixing.

Culinary and Food Industry

The primary use of sugar is as a sweetener and preservative. It provides bulk to baked goods, balances acidity in processed foods, and acts as a fermenting agent in bread and brewing.

Biofuel (Ethanol)

Sugarcane molasses and B-heavy molasses are diverted to produce ethanol, which is blended with petrol to reduce carbon emissions and oil imports under India’s sugar policy is the Ethanol Blending Programme (EBP).

Pharmaceuticals

Sugar is a critical excipient. It is used to coat bitter pills, act as a base for cough syrups, and provide stability to certain medications.

Cosmetics

Sugar acts as a natural humectant, retains moisture and is a popular ingredient in body scrubs and exfoliating products.

Used in Industrial By-products

The waste from sugar production is equally valuable it is used as 

• Bagasse: to generate green electricity for the grid or as raw material for the paper industry.

• Pressmud: Utilized as an organic fertilizer to enrich soil health.
