NMC: In a historic policy reversal, the National Medical Commission (NMC) formally revised the "Guidelines for Under Graduate Courses under Establishment of New Medical Institutions, 2023." The contentious population-based seat constraints that previously constrained the expansion of medical school in high-performing states are essentially eliminated by this historic revision, which was published through a gazette notification. The NMC has paved the way for a significant expansion of India's healthcare infrastructure by doing away with the rule that limited medical seats to 100 per 10 lakh people. This is especially true in areas that had already fulfilled these quotas yet had the capacity to train more physicians. 

The 2026 rules provide much-needed clarification on institutional logistics in addition to seat capacities. In order to ensure uniform accessibility, the arbitrary "30-minute travel time" criteria between a medical college and its associated teaching hospital has been replaced with a fixed 10 km radius (increased to 15 km for North-Eastern and Himalayan regions). This change represents a change in focus from managing regional seat allocation to giving national demand for a far higher doctor-to-patient ratio first priority. This means that there will be a significant increase in the number of seats available for NEET 2026 applicants, and the healthcare industry will benefit from a more robust pipeline of medical professionals prepared to serve India's expanding population. 

National Medical Commission (NMC) 2026 Policy Shift

1. Population-Based Cap Removal

In the past, the NMC enforced a regulation limiting the number of MBBS seats in each state to 100 per 10 lakh people. Southern states like Tamil Nadu and Karnataka fiercely criticized this, claiming it penalized governments that had made proactive investments in healthcare. The goal was to balance the doctor-patient ratio throughout India. Now, this standard has been entirely abandoned.

2. Removing the 150-Seat Cap

New medical schools were limited to 150 MBBS seats during their first years under the previous regulations. This cap is lifted by the 2026 amendment, which permits both new and established schools to apply for 200 or 250 seats as long as they fulfill the necessary faculty and infrastructure standards.

3. Changing the Definition of Hospital-College Closeness

The NMC has substituted a set distance for the arbitrary "30-minute travel time" restriction between a medical college and its connected teaching hospital. To ensure objective clarity for accreditation, the hospital must now be located within a radius of 10 km in general areas and 15 km in North-Eastern and Himalayan states.
