India-Russia RELOS Agreement (Reciprocal Exchange of Logistics Support) has transitioned from a diplomatic draft to a lived military reality. It is a significant move for Eurasian security; the Indo-Russian Defense Pact 2026 is the cornerstone of modern Military Logistics Support, allowing both nations to share bases, ports, and airfields seamlessly.

India-Russia RELOS Agreement formalised Arctic Defense Cooperation and reinforcing their India-Russia Strategic Partnership, New Delhi and Moscow have secured a framework that bolsters India’s strategic autonomy which supports the INDRA Exercises or navigating the Northern Sea Route. The agreement ensures that Indo-Pacific Security and Arctic interests are managed with unprecedented efficiency.

What is the India-Russia RELOS Agreement?

The Reciprocal Exchange of Logistics Support (RELOS) is a bilateral military treaty that simplifies the legal and administrative processes for the armed forces of India and Russia to use each other’s facilities.

RELOS is very similar to India’s LEMOA with the U.S. It is tailored for the India-Russia Strategic Partnership. It allows for the exchange of fuel, food, medical supplies, and technical maintenance. Importantly, it grants the Indian military a structured foothold in the Russian Arctic a region that is rapidly becoming a global maritime hotspot.

Key Features of the Agreement

The RELOS pact is built on specific, transparent operational limits to ensure balance and cooperation:

  • Deployment Limits: Both nations can simultaneously station up to 3,000 military personnel, 5 warships, and 10 fighter aircraft in each other’s territory.

  • Duration: The agreement is initially active for a 5-year term with an automatic extension clause for another 5 years upon mutual consent.

  • Strategic Geography: India gains access to key Russian ports like Murmansk, Severomorsk, and Vladivostok while Russia can utilise Indian facilities in the Indian Ocean region. 

  • Support Services includes:

    • Naval: Berthing, repairs, refueling, and provisioning of water and food.

    • Aviation: Air traffic control, aeronautical data, and secure aircraft parking.

  • Payment Framework: logistics are reciprocal, specialized fluids, lubricants, and high-end equipment restoration are provided on a reimbursable basis.

Significance of the Agreement

Expanding into the Arctic Frontier:

India-Russia RELOS Agreement is an umbrella initiative under this Arctic Defense Cooperation where India can now sustain long-term naval presence in the high-latitude regions which is vital for the Northern Sea Route becoming more viable for global trade.

Streamlining Maintenance for 70% of India's Arsenal:

Most of India's military hardware is Russian-origin like S-400s, T-90 tanks, Sukhoi jets, RELOS allows for faster, on-site technical support during international deployments, reducing logistics costs by approximately 20–25%.

Boosting Interoperability via INDRA Exercises

India-Russia RELOS Agreement  acts as a permanent logistics backbone for the INDRA tri-service exercises, allowing troops to move from "training mode" to "operational coordination" without bureaucratic delays.

Maintaining Strategic Autonomy
