Punjab Ends DOB Tie Breaker in Board Exams, Introduces Equal Rank Policy

In a major policy shift the Punjab government has abolished the date of birth based tie breaker in board examinations ending a long standing rule that gave preference to age when two or more school students scored the same mark. Student Feedback Prompted the Reform
The decision came after direct feedback from students to Chief Minister Bhagwant Mann. According to reports, the issue gained attention after a Class 10 topper questioned why age should decide rank when marks were equal. Acting on the concern the government reviewed the system and approved the new “equal marks and equal rank” policy. Education Minister Harjot Singh Bains described the reform as student centric and rooted in merit rather than arbitrary criteria.
Board Exams to Move Beyond Rote Learning
Punjab is also preparing a wider overhaul of its examination framework. Harjot Bains said future board question papers will gradually move away from memorisation based patterns and instead focus on competency based assessment. The new approach is expected to test conceptual clarity, analytical ability and reasoning skills while signalling a clear shift toward modern academic standards and a more meaningful evaluation of student learning.
Stronger Measures Against Cheating and Paper Leaks
Linking exam reform with academic integrity the Punjab government has also announced strict steps to curb cheating and prevent paper leaks. The minister stressed that when exams measure thinking and understanding rather than recall, the value of copying and leaked papers automatically declines. The administration says it is committed to delivering a transparent, secure and fair examination environment for all candidates.
Punjab’s Education Rise Gains National Attention
The reforms come at a time when Punjab has emerged as one of India’s top-performing states in school education. The NITI Aayog Education Quality Report 2026 placed Punjab ahead of Kerala on key foundational learning indicators. The state recorded 82% proficiency in language and 78% in mathematics among Class 3 students, compared with Kerala’s 75% and 70%. In Class 9 mathematics, Punjab scored 52%, ahead of Kerala’s 45%. Calling it the start of “Punjab’s Era” in education, Bains credited systemic reforms, improved infrastructure and the combined efforts of teachers, students and parents for the progress.
