What the Ministry of Education Clarified

According to the Ministry of Education, private unaided schools covered under Section 2(n)(iv) of the Right to Education Act will not have to implement the School Management Committee Guidelines 2026, as long as they do not get any grant or financial assistance from the government or local body for their expenses.At the same time, the ministry has encouraged such schools to still create School Management Committees voluntarily. It believes these committees can help improve transparency, school management, and cooperation between parents, teachers, and the wider community.

Why the Clarification Matters

The clarification made by MOE has brought relief to many private unaided schools. After the guidelines were introduced there was a lot of confusion whether every private school would be legally required to create and run a school management committee. But by clearly separating aided and unaided schools the ministry of education has now removed all the confusions. It has also sent a message that while the rule is not compulsory for unaided schools, involving parents and community members in school matters is still seen as a positive step.

What Are the SMC Guidelines 2026?

Education minister Dharmendra Pradhan issued School Management committee guidelines on 6 May 2026. One of the major changes under this new system is the idea of having one School Management Committee for all classes starting from Balvatika to Class 12. SMC guidelines are meant for creating better continuity in decision making at school level.The new framework focuses on few things such as:

  • Stronger participation from local community

  • Better school infrastructure

  • Modern teaching methods 

  • Closer alignment with the goals of NEP 2020

Who Must Form a School Management Committee?

As per the original framework, schools covered under the rules must set up a School Management Committee within one month from the start of the academic session.However, after the latest clarification, it is now clear that this requirement does not apply to private unaided schools with no government funding.This means the guidelines are relevant mainly for schools that receive public financial support, while fully independent private schools are outside the mandatory scope.

How a School Management Committee Is Formed?

The committee structure under the guidelines gives a major role to parents. In fact parents hold 75% of the seats and they are chosen through elections.The school principal serves as the member secretary of the committee.Apart from parents the committee may also include:

  • teachers

  • local representatives

  • education experts

  • ASHA workers

  • alumni

  • subject specialists

Focus on Transparency and Better School Governance

Even after the private unaided schools are exempt for this rule, the Moe has said that forming such committees can be still useful. It sees school management committees as a way to improve transparency, accountability and overall school administration. The broader idea is that education works best when the government, parents, schools and communities work together. A good coordination between all of these groups can lead to stronger school systems and improved learning outcomes for children. 

Impact on Private Unaided Schools

The clarification gives more flexibility to private schools as they can now decide for themselves whether they want to adopt the committee model. They are not under legal pressure to do so if they are completely self funded. At the same time those schools that want to build stronger trust with parents and improve internal governance to promote better participation in education without forcing the same structure on every private institution.
