India’s next census is more than just counting people. It plays a big role in shaping policies, jobs, and development. Understand what a census is and why the upcoming one matters so much right now.

Imagine trying to govern a nation of over a billion people without knowing how many people are there, where they live, what languages they speak, or how many children are going to school. That is where the Census comes in and helps the government track the records.

A Census is one of the most fundamental tools of modern governance which is a systematic, nationwide effort to count every person and record key details about their lives. For a vast and diverse democracy like India, it is not merely a statistical exercise. It is the very foundation on which policies are built, budgets are allocated, and the future is planned.

India is currently at the midpoint of Census history. After an unexpected delay of over five years which was caused by the COVID-19 and subsequent hurdles, now the country is finally ready to count itself again. Census 2027 will begin on April 1, 2026.

What Is a Census?

A census is an official count of an entire population within a defined territory. A census collects detailed information about individuals and households, including age, gender, religion, occupation, literacy, migration patterns, housing conditions, and economic activity. 

This data is then used by the governments to plan infrastructure, allocate resources, design welfare schemes, and track national development over time.

The History of Census in India mentions: “A population Census is the process of collecting, compiling, analyzing and disseminating demographic, social, cultural and economic data relating to all persons in the country, at a particular time in ten years interval. Conducting population census in a country like India, with great diversity of physical features, is undisputedly the biggest administrative exercise of peace time. The wealth of information collected through census on houses, amenities available to the households, socio economic and cultural characteristics of the population makes Indian Census the richest and the only

source for planners, research scholars, administrators and other data users. The planning and execution of Indian Census is challenging and fascinating.”

What is the History of Census in India?

India's tradition of counting its people stretches back thousands of years. The earliest references to census can be found in Kautilya's Arthashastra (321–296 BC) and later in Abdul Fazl's Ain-e-Akbari during the reign of Emperor Akbar.

The modern era of census-taking started under British rule. The first modern population census in India was conducted between 1865 and 1872, though it did not happen simultaneously across all regions. The report mentions: “In the year 1866-67 census was undertaken by the actual counting of heads in most of the part of the country, which is known as the Census of 1872.”

India conducted its first fully coordinated, synchronous census in 1881. Since then, a census has been held every ten years without interruption, until recently. The report states: “The Census of 1881 which was undertaken on 17th February, 1881 by W.C. Plowden, Census Commissioner of India was a great step towards a modern synchronous census. Since then, censuses have been undertaken uninterruptedly once every ten years. In this Census, emphasis was laid not only on complete coverage but also on classification of demographic, economic and social characteristics.”

When Was the Last Census Conducted in India?

The last Census of India was conducted in 2011 in two phases: Phase I which was House Listing and Phase II which was Population Enumeration. Here are some statistics according to the 2011 Census

  • The country had an estimated population of 121 crores. 

  • The largest states with the most population at that time includes Rajasthan, Madhya Pradesh, and Maharashtra. 

  • Kerala had the highest literacy rate of 94.0 as per the 2011 Census. 

Why Was the 2021 Census Delayed?

India's 16th census was originally scheduled for 2021 but was delayed due to the COVID-19 pandemic, and then further held back by the freezing of administrative boundaries and the 2024 general elections. The prolonged delay meant that policymakers continued to rely on 2011 data. 

When Will the Next Census in India Happen? 

The long wait is finally over. Census 2027 will begin from the 1st of next month which is April 1, 2026. This will be the 16th Census in the series and the 8th since Independence. 

The Census will be conducted in two phases. In the first phase, house listing and Self-Enumeration will be carried out. The second phase will be Population Enumeration which will take place in early 2027, giving the exercise its official name of Census 2027.

The PIB mentions: “The Census 2027 will be conducted in two phases namely Phase I–House Listing and Housing Census popularly known as HLO during six months from April to September, 2026 in a period of 30 days as per the convenience of the State/UT Governments along with option of Self-enumeration of 15 days period just before the 30 days period of house-to-house houselisting work.”

“Phase II–Population Enumeration (PE) will be conducted during February 2027 (UT of Ladakh and snow-bound non-synchronous areas of UT of Jammu and Kashmir and States of Uttarakhand and Himachal Pradesh Phase II will be conducted during September 2026),” it adds.

Caste Enumeration Returns:

Caste enumeration will be done in the second phase of the Census which is a landmark decision with wide political and social implications.

The PIB mentions: “As decided by CCPA, enumeration of Castes will also be done during second phase of Census. In phase II, information on demographic, socio-economic, education, migration, fertility etc. will be collected from each individual. Exact dates of the Population Enumeration and question to be covered in this Phase will be notified in due course.”  


India's First Digital Census

Census 2027 will be conducted through digital means. Data will be collected through a mobile application, and an option for self-enumeration will also be available to the public. A web-based portal will be used to manage and monitor various activities of Census 2027. 

The self-enumeration portal will be available in 16 languages, and the House Listing Block (HLB) creation will be carried out through a web mapping application. 

The PIB release mentions: “The Census 2027 will be conducted through digital means. Enumerators will collect and submit data directly through Mobile App, using her/his smart phone. In addition to this, there will be an online provision for self-enumeration in both the phases. Mobile app as well as Self-Enumeration portal will be available in 16 languages including Hindi and English.”

The Census 2027 is an essential step that will help the government to establish the total headcount in the country and how have the demographics changed from the last Census which was conducted 15 years ago.
