India’s energy demand is rising as infrastructure expands and disposable incomes rise, personal mobility is booming across the nation. According to the latest state-wise petroleum sales figures released by the central Petroleum Planning and Analysis Cell (PPAC) for the fiscal year 2024-25, Uttar Pradesh has officially overtaken Maharashtra to become India’s largest consumer of petrol). 

Why Petrol Consumption is Surging in India

Motor spirit, or petrol, serves as the primary fuel source for two-wheelers, private cars, and small passenger vehicles. Consequently, tracking petrol sales provides an accurate pulse on due to the changing mobility trends and a huge transition from public transport to personal vehicles, the rapid expansion of tier-2 and tier-3 cities and rising purchasing power led to larger vehicle penetration in rural landscapes as well. 

The Top 10 Indian States with the Highest Petrol Consumption (2024-25)

The Industrial states have historically dominated fuel consumption in India. The 2024-25 data highlighted that population density combined with rapid highway development is altering India’s fuel consumption map.

1. Uttar Pradesh 

Uttar Pradesh secured the number one spot with a staggering consumption of 4,832.8 Thousand Metric Tonnes (TMT). UP's larger petrol consumption is its massive population, an aggressively improving network of expressways, roads and a meteoric rise in two-wheeler ownership connecting rural hubs to urban centers.

2. Maharashtra 

Maharashtra remains a powerhouse sliding to the second spot with 4,370.5 TMT.  Maharashtra has heavy vehicular density in megacities like Mumbai and Pune which paired with robust commercial activity. 

3. Southern States Maintain Strong Momentum

Tamil Nadu (3,533.7 )TMT and Karnataka (3,054.3) TMT third and fourth position respectively due to the high urbanisation rates, booming tech corridors like Bengaluru, and industrial growth continuing to sustain massive transport demands in the south. 

4. Delhi

The National Capital Territory of Delhi ranks 7th position the the total consumption of petrol in The India with the consumption of 2,068.4 TMT of petrol. Delhi's incredibly high vehicle-to-population ratio keeps it firmly in the top 10.

Total Volume vs. Per Capita

The sharpe difference has been recorded by PPAC report in the total volume versus per capita consumption.

Smaller states and Union Territories like Goa, Sikkim, Mizoram, and Nagaland posted significantly lower consumption overall numbers due to their smaller populations and less urbanisation. 

However, a lower total volume does not indicate a lack of vehicles. For example, Goa features a relatively low total fuel sales volume, yet it boasts one of the highest per capita vehicle ownership rates in the country.

Petrol vs. Diesel 

The PPAC report also monitors High-Speed Diesel (HSD), highlighting Petrol consumption is largely driven by private stake like lifestyle, personal cars, and two-wheelers. However Diesel is directly tied to economic industrial health, heavy freight logistics, supply chains, and agricultural machinery.

Uttar Pradesh and Maharashtra dominate in the bothDiesel and Petrol categories states like Rajasthan, Haryana, and Gujarat see heavy diesel surges due to cross-country freight corridors and larger agricultural operations.

The report highlights that India’s fuel appetite has grown exponentially over the last 15 years since 2008-09, states like Uttar Pradesh, Karnataka, and Telangana have recorded multiple-fold increases in petrol sales. This macro trend underscores a transforming India, where vehicle ownership has evolved from a luxury into a fundamental necessity.
