The UP state government has removed the mandatory Aadhaar card requirement for children seeking admission in private schools under the Right to Education Act. As per reports, only the Aadhaar card of 1 of the 2 parents will be used for filling the online application form for the RTE admissions.
The additional chief secretary, Basic and Secondary Education, has stated that the government will provide financial aid under the RTE only into the Aadhar-seeded bank accounts of parents, which needs to be mentioned when applying for admissions.
The additional chief secretary mentioned that efforts are made to make ease of living a reality, especially for families genuinely belonging to disadvantaged groups, in the spirit of the RTE.
According to reports, an order issued to all DMs who are also presidents of the District Education Project Committee states that under Section 12 (1)(c) of the Right of Children to Free and Compulsory Education Act, 2009 the district-wise annual targets for the admission of children will be determined up to a limit of 25% of the total capacity of the lowest entry class of all unaided private schools operating in the district.
Determining the age limit for admissions of boys and girls, the order states that children above the age of 3 but less than 4 years will be admitted to nursery, while those aged between 4 and 5 will be enrolled in LKG. Children aged between 5 and 6 will be admitted to UKG, and those between 6 and 7 will be admitted to class 1.
The order also states that all document verification will be done at the level of Block Education Officer and Basic Shiksha Adhikari. The process of school allocation for applications approved by the DM/CDO will be done through an online lottery on the specified date. The lottery process will be completed in 2 stages, the order further adds.
The first stage, randomisation, verified and approved applications will be shuffled online, based on which each application will be assigned a lottery number. The second stage will be the allotment in lots of 100 where each applicant will be allotted a school based on their preference in ascending order of the lottery number which will be approved by the DM
