Reform Express: 5 New Initiatives to Transform Indian Railways

 Union Minister Railway Ashwini Vaishnaw announced the Five new initiativeunder the Reform Initiatives to transform the Indian Railways services. The initiative focuses on the cargo transportation, infrastructure, passenger convenience and enhancing service delivery across Indian Railways.

What are Five New Changes under the Reform Express?

Here are the five new initiatives introduced by Indian Railway under the Reform Express:

Revolutionizing Salt Transportation:

The Railways has moved away from traditional wagons for salt transportation to a new container-based system for salt transportation to prevent corrosion and water damage and reduce handling coasts and cargo loss. 

Reform Express aims to capture a large share of salt protection by introducing top-loading, hydraulic side-discharge stainless steel containers.

Flexible Wagon for Automobile:

The Railway Ministry is allowing route-specific flexible wagon designs to boost the current 24% share of passenger vehicle movement to address physical constraints such as  low-clearance tunnels and narrow bridges for better capacity utilisation and faster delivery of vehicles across the country.

Strengthening Infrastructure:

Indian Railway has made the seven key changes in the construction protocols to ensure infrastructure project quality and timely completion which includes fixed bid security, stricter eligibility criteria for contractors and mandatory bid capacity assessments.  

The initiative makes mandatory guidlines for construction, for constructors single project experience requirements to 50% of total project value and mandates at least 20% prior work in the rail sector. These new measures are designed to eliminate predatory bidding and ensure only capable firms handle large-scale projects with good quality of construction and timely delivery. 

Secure Ticketing System: 

The Railway has integrated Adhaar-based OTP verification to curb fraudulent bookings and protect genuine travelers by ensuring the transparent seat availability. This initiative has already helped the Indian Railway to remove Three crore (30 million) fake accounts from the IRCTC system. 

Enhanced Passenger Flexibility:

The Ministry has increased the flexibility but tighten the passenger rules such as 

  • Passengers can now upgrade travel classes or change their boarding station digitally up to 30 minutes before departure.

  • E-ticket refunds are now processed automatically without the need for a Ticket Deposit Receipt (TDR).

  • Counter tickets can be cancelled at any station nationwide.

  • New ticketing rules:  extend cancellation windows to 72, 24  and 8 hours before departure with escalating penalties.

  •  A strict no-refund policy will be followed within 8 hours.

Reform Express initiatives of Indian Railway represent a strategic shift toward modernizing Indian Railways by integrating digital innovation with infrastructure efficiency by streamlining salt and automobile logistics and securing ticketing system.These reforms prioritize passenger convenience and industrial-infrastructural growth by setting a new benchmark for a more transparent and globally competitive rail network.
