Census 2027: India’s 16th National Census beginning from 1 April 2026. The National Census has been the backbone of the country's policy-making and resource allocation. The Census 2027 for the first time integrated India’s vision of ‘’ Digital India’’ which aims to eliminate manual data entry and reduce the time taken to process results.
According to official announcements of the Ministry of Home Affairs and the Registrar General of India, the 16th National Census India’s first-ever fully digital census—is set to commence on April 1, 2026.
Originally delayed due to the COVID-19 pandemic, the Census 2027 project represents a massive technological leap for the nation, moving away from traditional paper-based counting to a real-time, app-driven data collection system.
India’s First Fully Digital Census 2027
The census will provide a granular look at India’s socio-economic evolution, including housing conditions, digital literacy for the first time in nearly a century, and specific caste-based data.
1. Self-Enumeration (The "Do It Yourself" Census): In a major shift toward citizen empowerment, the government has introduced a Self-Enumeration Portal. Residents can log in using their mobile numbers, fill out the census questionnaire for their household online, and receive a 16-digit reference code. When the enumerator visits, simply showing this code will complete the process in seconds.
2. Mobile App-Based Fieldwork: Over 30 lakh (3 million) enumerators—mostly government teachers and local officials—will no longer carry heavy registers. Instead, they will use a specialized Census Management & Monitoring System (CMMS) mobile app to record data on-site, ensuring immediate synchronization with central servers.
3. Inclusion of Caste Data: Following significant public and political discourse, the 2027 Census will include data on Castes and Sub-castes. This is expected to provide the government with the necessary data to refine reservation policies and social welfare schemes.
4. Mapping with Geofencing: To ensure that no household is missed, the census will use Houselisting Block Creator (HLBC) software. This uses satellite imagery to create digital boundaries for every enumeration block, ensuring that officials cover every corner of their assigned territory.
The 16th Census 2027 will be conducted in two distinct phases. The first phase will run from April 1, 2026, to September 30, 2026. The first phase focuses on the infrastructure and housing landscape, while the second phase will cover the Population Enumeration (PE)/Demographic Figures of India in February 2027.

Operational Timeline and Schedule:
The first phase will be conducted over a six-month window; it will cover all states and Union Territories during a 30-day period specified by each state/UT. The notification issued by the Home Ministry stated that provision for self-enumeration will be available for a period of 15 days prior to the commencement of house-to-house listing as per the schedule notified by each state/UT.

Administrative Freeze: To ensure data accuracy, all administrative boundaries such as districts, tehsils, villages have been frozen as of December 31, 2025, and will remain unchanged until the exercise concludes.
