The central government has proposed Central Armed Police Forces (General Administration) Bill, 2026, a forward ;looking legislative step which codifies Indian Police Service (IPS) deputation, losing-standing cadre concerns and addresses recent Supreme Court directions by ensuring operational effectiveness in the forces. 

The Central Armed Police Forces (CAPF’s) are the core pillar of India’s internal security which include forces as CRPF, BSP, ITBP and SSB. These forces perform functions such as border security, counter-insurgency and maintain India’s internal security. Generally the leaderships of the CAPFs Forces have been shared by:

  1. Cadre Officers which are direct recruits within CAPFs

  2. Indian Police Service (IPS) officers on deputation, IPS officers are directly recruited through All India Services under the Article 312 of the Indian Constitution, mostly they hold senior leadership roles in the forces.  

Why is the Bill being Introduced now? 

To address the structural issues and deputation system, the central government has proposed the CAPF Bill 2026. The key issues are

  1. Deputation Issues: Lack of a comprehensive statutory framework for leadership appointments like most of the DIG level (20%) and IG (50%) posts are filled through IPS officers and their deputation. 

  2. Structural Issues: The structural challenges such as systemic gaps in manpower planning, promotions and cadre management. 

  1. Supreme Court mandate: In 2025, the SC granted Organised Group A Service (OGAS) status to CAPF officers and directed the government to progressively reduce IPS deputation up to IG rank within two years

Key Provisions of Central Armed Police Force Bill 2026:

The Bill 2026 bill  aims to create an umbrella framework to regulate recruitment and service conditions of the Group A officers. CAPF seeks to formalise and expand Indian Police Service (IPS) deputation in CAPFs. 

  1. In the CAPFs 50% of Inspector General (IG) posts are IPS Officers.

  2. Additional Director General (ADG) at least 67% posts to be held by IPS officers.

  3. All Posts(100%) of Special DG to be reserved for IPS officers.

The CAPF Bill 2026 is a double-edged sword; while it brings much-needed statutory clarity to administration of paramilitary forces, it risks inter-service rivalry between the IPS and CAPF cadres. A balanced approach would involve a merit-based promotion pathway that recognizes operational experience of cadre officers while maintaining strategic coordination benefits that IPS brings.
