The global security model has experienced a drastic transformation, leading countries to re-evaluate their defense structures as well as their supply chain formation. At the core of Europe's response is the Security Action for Europe (SAFE) mechanism.  

Approved as one of the significant components of the European Commission's Re-Arm Europe Project/Readiness 2030, SAFE is significant in terms of funding, purchasing and incorporating military forces into the modern world.

What is known as SAFE Defence Fund?

The SAFE Defence Fund (also known as Security Action for Europe) refers to a certain unique financial tool adopted by the European Union that is going to provide member states with long-term loans reaching up to €150 billion at low-interest rates.

SAFE is funded directly through borrowing by the EU from the market and by issuing top-rated EU bonds that allow member states to increase military capacity without waiting for the budget. 

The goal of the fund is to enhance the speed of readiness for warfare, fill in the gaps in military capacity and strengthen European Defence Technological and Industrial Base.

Key Features of the SAFE Mechanism 


  • Large-Scale and Affordable Financing: €150 Billion Capacity: Delivering competitive and long-term lending through the solid credit rating of the European Union.  

  • Demand-Based Distribution: Member countries present National Defense Investment Plans to gain access to financing and payments.  

  • European Sourcing and Content Requirements: Minimum regional content of 65%: 35% of the cost of components must come from countries different from the EU, EEA-EFTA states, and partner states like Ukraine.  

  • Ability to Modify: Stricter eligibility requirements (Category 2 capabilities) require that contractors have full ownership and capacity to modify the systems.

3. The Joint Procurement Emphasis

SAFE encourages joint procurement to eliminate fragmentation among European forces. Generally, joint procurement projects require the involvement of at least two eligible nations (but single-nation procurement is allowed for urgent operational needs).   

4. The Inclusion of Non-EU Strategic Partners

SAFE allows countries that are not part of the EU to take part in joint procurement without any discrimination. Key partner countries that may benefit from this collaboration include: Ukraine, EEA/EFTA countries (e.g., Norway, Iceland, Liechtenstein, Switzerland), as well as countries of the Group G7 and other allies.

Cost of Capital Reduced: Helps nations of the union borrow money at the international rates in the EU instead of more expensive sovereign yield rates.

Interoperability: Joint purchasing enables all allied forces to use similar systems for easier logistical operations and maintenance

Benefits for the EU Defence Industry

  • Signals of Demand Over Several Years: The fund provides long-term visibility of demand, making it easier for manufacturers to invest in new factories, scale production and hire more people.

  • Technological Sovereignty: It decreases dependence on suppliers from outside Europe and obtains important intellectual property locally.

  • Change in Standards of Global Procurement: Non-EU defense companies, such as those based in the US or UK, have to comply with the new rule that states that no more than 35% of non-local products can be used in order to win tenders in Europe. With this, we will observe the rise in joint ventures and local companies in Europe.

  • Formation of Alliances for Mutual Benefit: Considering partnership with reliable allies such as Canada, SAFE plays a role of a facilitator between the process of European integration of defense and the process of building partnerships in the area of global security.

It is inappropriate to conclude that SAFE Defence Fund is merely a loan instrument since it is actually a structural element shaping European defense for ages to come. By merging heavy financing with strict requirements for joint purchases and regional supply SAFE ensures a fast, well-coordinated and self-sufficient defense system.
