निम्नलिखित निर्देशों को बहुत सावधानी से पढ़िए और उनका सख़्ती से अनुपालन कीजिए:

(i) इस प्रश्न में कुल 16 प्रश्न है। ख, ग, घ।

(ii) इस प्रश्न में कुल 16 प्रश्न है। सभी प्रश्न अनिवार्य हैं।

(iii) प्रश्नपत्र में आंतरिक विकल्प दिए गए हैं।

(iv) प्रश्नों के उत्तर दिए गए निर्देशों का पालन करते हुए लिखिए।

निम्नलिखित गद्यांश को ध्यानपूर्वक पढ़कर उस पर आधारित पूछे गए प्रश्नों के उत्तर लिखिए:

कार्य करने की क्षमता की योग्यता कहते हैं। यह सब जीवों में किसी न किसी रूप में अवश्य विद्यमान रहती है। यही व्यक्ति की कार्य क्षमता का प्रमाण होती है। विविध शैक्षिक संसाधनों के माध्यम से इसे अर्जित और विस्तारित किया जा सकता है। सामाजिक उत्थान और देश की प्रगति के लिए योग्य एवं ईमानदार नागरिकों का होना आवश्यक है। इस हेतु उत्कृष्ट शैक्षिक योजना का क्रियान्वयन आवश्यक है। शिक्षा व्यक्ति में गुणवत्ता का आह्वान कर योग्यता का निर्धारण करती है। पारिवारिक पृष्ठभूमि इसे मज़बूत आधार प्रदान करती है। बच्चे में इसके प्रकटीकरण का आभास सर्वप्रथम माता-पिता को होता है। वही उसकी योग्यता को परखकर तदनुरूप उत्तरदायित्व सौंपने के लिए उत्तरदायी होते हैं। इससे कार्य के प्रति निष्ठा जागृत होती है और कार्य सिद्ध अवश्वंभावी हो जाता है अन्यथा असफल होने पर जीवन में अवसाद का प्रवेश होता है, जिससे होने वाली सामाजिक एवं राष्ट्रीय क्षति का अनुमान भी नहीं लगाया जा सकता। महाराज दशरथ और रानी केकेयी इसके उत्कृष्ट उदाहरण हैं। जहाँ महाराज दशरथ राम को अवध का राज्य देना चाहते हैं, वहीं केकेयी राम एवं भरत दोनों की योग्यताओं को पहचानती हैं। उन्हें सम्यक् ज्ञान था कि भरत में भी अयोध्या का राज्य सँभालने की योग्यता है, किंतु राम अपनी राक्षसों का संहार कर संपूर्ण जगत् का मंगल कर सकते हैं। इसीलिए दुनिया में होने वाली अपकीर्ति की परवाह न करके भी भरत के लिए अवध का राज्य तथा राम के लिए वनवास की याचना की।

अतः संतान को जन्म देना ही माता-पिता का कर्तव्य नहीं है। योग्य नागरिक बनाकर योग्यनुसार राष्ट्र निर्माण में नियोजित करना उससे बड़ा दायित्व है।
