Taxpayers must begin by collecting the 2020-2023 notices or transcripts from IRS.gov to display penalties paid. 

After which they must download Form 843 to specify the penalties and include the ruling. 

They must then include proof of payment or amended returns if required and sign the form. 

And then send it to the IRS address for refunds or utilize e-file partners for easy tracking.

Taxpayers must then track their status using the IRS "Where's My Refund?" feature with their SSN, filing status, and amount due, expecting a decision in weeks as the IRS deals with the backlog.

Claimants have a firm deadline of July 10, 2026, to submit their Form 843 requests, which is equivalent to a three-year period from the extended deadline of July 10, 2023.
